Hello Chino Valley!

Happy Thursday, Chino Valley. Easter's around the corner, the weather has fully committed to "hot now," and the Ontario Tower Buzzers play their first-ever home game next week. A brand new Dodgers affiliate, a $120 million stadium, a mascot named Maverick who is literally a bee in aviator goggles. The Top Gun references are not subtle and honestly, respect. I heard trying to secure tickets has been insane.

Also, Project Hail Mary is out — the Ryan Gosling space movie from the Martian author. 95% on Rotten Tomatoes. Apparently people are crying over a rock alien. I'll report back.

  • ⛽ 7-Eleven, gas station, and car wash construction at Central and Schaefer will eliminate most overflow parking for Chino American Legion Post 299. Hall rentals are primary income source.

Community

  • 🏫 Ramona Junior High removed Indian mascot marquee last fall under AB 3074 "California Racial Mascots Act." Seventh graders voted new mascot: Ramona Royals (lion with crown). Law goes into effect July.

  • 👋 Chino Hills Community Relations Manager Valerie McClung and Parks Supervisor Luther Martin retired after 23 and 21 years respectively. McClung led communications and events, Martin oversaw parks and open space.

  • ⚖️ 9th Circuit denied Attorney General Rob Bonta's emergency request to modify Supreme Court's gender transition notification ruling. Sends California back to U.S. District Court for modifications.

Where Will The 9700 New Homes Go?

History Corner is back — we’re going through Chino’s General Plan together (just casually, no pressure), so we know where the City is trying to go. As a newer resident, I have many things I want to see in the city (and surrounding areas)… but what’s actually written into the plans?

We're deep in the Land Use chapter now - and this is the one everyone asks about. This week: 9,700 New Homes. Here's the Plan.

State law requires Chino to plan for 9,700 new housing units by 2045 - no negotiating that number. The question is where they go and what they look like. The General Plan's answer: don't scatter them everywhere. Instead, concentrate new housing in strategic locations - along mixed-use corridors, near downtown, and in areas already planned for higher density. That protects established single-family neighborhoods while still hitting the state's targets.

This is where Measure Y (passed in 2022) does its work. It created specific overlay zones that allow higher-density housing in designated areas without triggering a full Measure M vote every time. Residents already voted yes on the framework - now developers can build within it. The goal is growth that feels intentional, not growth that just happens to you. Personally, I want to see more fun new retail that can support these new populations coming in. Less chains, more up-and-coming trendy stores (Coft Coffee, anyone?).

The local market is staying active heading into spring. Last week, both Chino and Chino Hills each closed 10 homes — a steady pace that signals consistent buyer demand even as inventory builds.

Sell: Chino Hills sales ranged from $479K all the way up to $1.25M, with an average close price of $887K. Over in Chino, homes sold between $595K and $1.03M, averaging $770K — a bit more accessible, but still competitive.

Buy: If you're watching the active side, there's more to choose from. Chino Hills has 80 active listings averaging $1.35M, while Chino is showing 120 homes on the market with an average list price around $852K. More inventory means more options — but well-priced homes are still moving.

Borrow: On the rate front, the 30-year fixed is hovering around 6.4% this week — up from the 6.18% average we saw through the first two months of the year (Bankrate), so locking in sooner rather than later is worth the conversation.
